Question No. 1

Are the trucks owned by the business entity situated along B. S. Aquino Avenue, or any of its arterial roads within the jurisdiction of the Municipality of Baliwag covered by the Truck Ban?

No, they are NOT covered by Executive Order No. 20, Series of 2019: An Order Prohibiting Trucks of All Kinds in B. S. Aquino Avenue Stretching Barangay Hinukay down to Barangay Tangos Extending Truck Ban in the Area from 6 AM to 9 PM.

By express provision of Section 3c of the said executive order, trucks owned by the business entity situated along B. S. Aquino Avenue, or any of its arterial roads within the jurisdiction of the Municipality of Baliwag are exempted of the Truck Ban; PROVIDED that such trucks are essential to fulfill direct sales or orders for the delivery of goods.

[PROVIDED further, that an exemption in the favor of the business entity be secured.]

Question No. 2

Is the Truck Ban Exemption (TBEx) FOR BUSINESS automatic? If NOT, what is the process to avail the exemption?

Truck Ban Exemption FOR BUSINESS is NOT automatic. Those who want to avail the exemption should apply with the Baliwag Traffic Management Office (BTMO). Section 4 of the executive order requires that the application should commensurate to the number of trucks registered by the business entity to the Business Permit and Licensing Office (BPLO).

To avail the Truck Ban Exemption (TBEx) FOR BUSINESS, the application directed to BTMO should be accompanied by a certification/recommendation from BPLO. Hence, it is important that before applying with the BTMO, said certification/recommendation must be secured first.

What are the things to prove to avail the Truck Ban Exemption (TBEx) FOR BUSINESS Certification?

To avail the Truck Ban Exemption (TBEx) FOR BUSINESS Certification, it is important that the applicant must prove the following: (1) that he has a bonafide registered business in the municipality; (2) that the truck being applied for is registered to the business owner for transport of goods in furtherance of his business here in Baliwag; and (3) the business establishment necessitate the use of the road being located along or near the stretch of Benigno S. Aquino Avenue, Baliwag, Bulacan (from Brgy. Hinukay to Brgy. Tangos).

What are the requirements to avail the Truck Ban Exemption (TBEx) FOR BUSINESS Certification?

The requirements to avail the Truck Ban Exemption (TBEx) FOR BUSINESS Certification are the following: (1) Photocopy of the latest Business Permit issued by the Municipality of Baliwag; (2) Photocopy of Official Receipt / Certificate of Registration (OR/CR) of the truck (proof of ownership); and (3) Location map of business.

[Note: the name of the owner of the vehicle must be the same with the business owner appearing in the business permit]

What is the nature of the Truck Ban Exemption (TBEx) FOR BUSINESS?

Truck Ban Exemption (TBEx) FOR BUSINESS is in the nature of a privilege; hence, SUBJECT FOR REVOCATION if the grantee violates any law, ordinance, rules and/or regulation, especially those relating to traffic management.

Section 6 of the executive order states that the Baliwag Traffic Management Office (BTMO), the Philippine National Police (PNP) and the concerned Barangay Captains shall be responsible for its strict implementation.
