BALIWAG, BULACAN. The Municipality of Baliwag in partnership with the Department of Information and Communications Technology (DICT) conducted a 3-day Electronic Business Permits and Licensing System (eBPLS) Training last November 27-29, 2018 at the Business Permit and Licensing Office (BPLO), G/F Annex Building, Municipal Hall Compound, Bagong Nayon, Baliwag, Bulacan.
The training was attended by participants from the BPLO, Municipal Information and Communications Technology Office (MICTO), Office of the Municipal Treasurer, Human Resource Management Office (HRMO), Bureau of Fire Protection (BFP), Office of the Building Official/Engineering Office, Municipal Planning and Development Office/Zoning Administrator, Municipal Health Office (MHO), Municipal Environment and Natural Resources Office (MENRO), Assessor’s Office, and Investment Promotions Unit (IPU).
Mr. Jose Nilo C. Fernando, the BPLO Chief supervised the 3-day training held at his office, and accepted the challenge this new system will bring to the processing of business permits. “Habang tayo ay umuunlad, kailangan pa natin itong isabay sa makabagong sistema na mas makakapagpabilis ng pagpo-proseso ng mga aplikasyon sa pagkuha ng business permit. Gayundin naman, kailangan din nating sumunod sa mga latest development sa batas ukol sa paghahandog ng serbisyo sa publiko. Malaking tulong ang pag-a-upgrade natin sa eBPLS na handog ng DICT,” Mr. Fernando firmly expressed.
The training is likewise a response to the mandate of the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 (RA 11032) to automate the business permitting and licensing system for a more efficient business registration process.
The municipality, thru the leadership of Mayor Ferdinand V. Estrella on the advent of his term, already started reforms in the business registration process. Various programs such as the Sitting Pretty Campaign (SPC) and the creation of the Joint Inspection/Assessment Team (JIAT) were introduced to better serve the public, especially the business sector.
The DICT eBPLS will allow business owners to file their application for business permits online and enable the municipality to process the applications electronically. The DICT eBPLS implements business processes based on the DILG-DTI-DICT JMC 2016-01 standards and therefore shortens the processing time and provides up-to-date information on the status of applications to the business owners and to the municipality.
