Barangay attends orientation seminar on the Barangay Budget Preparation

BALIWAG, BULACAN – The Department of Budget and Management (Region III), led by Dir. Elisa D. Salon, invited the 27 barangay of the Municipality of Baliwag for a 3-day seminar/training on barangay budget, annual investment program and R.A. 9184 on the barangay level. It was held at Lewis Grand Hotel, Angeles Pampanga together with the Municipality of Pandi as one of the participants.

The said orientation-seminar is tailored fit for the new knowledge that the newly elected officials of the barangay needs to spearhead their administration. Alongside with it, the DBM-Region III wants to ensure that all barangay are aligned with the prescribed guidelines set forth by the national government.

Outgoing Director Salon reminded the barangay officials on the importance of spending their budget wisely and for the ultimate benefit of their constituents. According to her, expenses should be within the means of their budget and in adherence with all regulatory laws and guidelines.

Also during the seminar, Mr. Alan Dayrit discussed a new set of barangay budget preparation forms that needs to be accomplished by the barangay during the head start of their administration. According to Mr. Dayrit, these new set of forms is aligned with the local budget preparation form of the local government unit which will aide them to properly monitor the growth and decline of their respective income and expenditures.

Furthermore, the roles of the Sangguniang Kabataan in the administration of their respective funds were also discussed in the training. Under the SK Reform Act, the Sangguniang Kabataan is given the responsibility over the 10% SK Fund of their barangays, but Director Salon reiterated that the Punong Barangay and other officials can also guide and advise them on their PPAs. However, appropriate implementing rules and regulations are yet to be issued by the respective national agencies.

The Local Government of Baliwag sent 71 participants from the 25 barangays who expressed their enthusiasm to learn the process of budgeting. They are ushered by the LGU Budget Officer Josefina Tanggol and her staffs.
