The Municipal Government of Baliwag Holds Internal Auditors’ Training for the ISO 9001:2015 Certification


Last Friday, November 3, 2017, The Municipality of Baliwag held an Internal Auditors’ Training at 2nd Floor Conference Room, Annex Building as a requirement for the International Organization for Standardization (ISO) 9001:2015 Certification. The said seminar, which was attended by 46 municipal employees, aims to orient and train the official Internal Auditors (IAs) in the municipality and to define the specific roles of the appointed IAs by level (Lead Auditor and Auditor).

Ms. Jennifer De Leon, the municipal government’s Consultant for ISO Certification, explained the roles of the IAs and also helped in identifying the official IAs of the municipality. Together with the attendees, the appointed Auditors were selected by the heads. Every designated IA was assigned their respective offices and departments that they will audit. Dr. Mary Joan Dinlasan, Municipal Health Officer, was chosen as the Lead Auditor. Moreover, Ms. Melanie Cruz (Office of the Municipal Mayor), Ms. Josefina Tanggol (Budget), Engr. Nemencio De Leon (Municipal Planning and Development Office), Mr. Edgar Luna (Municipal Environment and Natural Resources Office), Ms. Brenda Bernardo (Commission on Population/Nutrition), Ms. Jinky Bernardino (Community Affairs Office), Ms. Jennelyn Marcelo (Public Employment Services Office), Mr. Heherson Cruz (Records and Archives), Atty. Robert John Donesa (Baliwag Polytechnic College), Ms. Karen Joy Rivera (Business Promotion and Investments Unit), Dr. Reinalyn Quinaquin (Municipal Agriculture Office), and Dr. Ma. Rosario Esguerra (Municipal Health Office) will be the Internal Auditors. In addition, Mr. Enrique Tagle, Municipal Administrator, was assigned as the Quality Management Representative (QMR) who ensures that the Quality Management System (QMS) processes are established, implemented and maintained. The Executive Order for the aforementioned appointments is yet to be created to formalize their designations.

As IAs, their role is to evaluate the departments and offices’ systems and procedures and cite which are Good Practices, Non-Conformance (NC) and Opportunities for Improvement to ISO standards. The Lead Auditor will be responsible to monitor the progress of  the Audit and submit findings to Mayor Ferdie Estrella and the Third Party Auditors who will be the ISO certifying body.
