Bahay Pagbabago Reformation Center


President Rodrigo “Rody” Roa Duterte vocally alleged that the Philippine is becoming a “narco – state” in order to justify the so – called war on drugs though there is very little evidence to show that this is true. The Philippines reported having a low prevalence rate of drug users compared to the report released by the United Nations Office on drug and crime. The president declared a war against drugs. With that, the president ordered the National Bureau of Investigation, Philippine National Police, Philippine Drug Enforcement Agency, and Armed Forces of the Philippines to implement programs such as Oplan Tokhang and Oplan Double Barrel.


Due to the advocacy and strong pronouncements of the president to immediately address the country’s drug problem, there is an unprecedented mass voluntary surrender of self – confessed drug personalities nationwide. The president also declared that the campaign against drugs should be started in the barangays to accelerate the drive against illegal drugs and promote the participation of the community in the suppression of drug abuse and trafficking. The Municipality of Baliwag and the PNP-Baliwag believes in the preservation of life the PNP and with the help of all barangay officials, started to operate in every barangay to render drug education to convince the high- and low-profile drug users and pushers to , stop selling and using illegal drugs. As a result of the operation, they collected 1127 voluntary surrenderees.


In the name of serbisyong may malasakit, the Municipality of Baliwag started the Oplan Sagip in which a rehabilitation center was built to cater to the reformation of drug users in Baliwag. In this center, surrenderees are offered activities to improve their quality of life.


Baliwag bahay Pagbabago Reformation Center re-strated the 3rd batch of reformist that will undergo in 3months program and involves the following:

  • Value formation and religious journey

The drug dependent individual is considered a victim of illegal drugs. Because of addiction, their personalities change, turning them into dishonest liars and manipulative cheaters. BBPRC, with the help of CADHAM, BMC, and INC shares a bible verse with the reformees everyday to influence them into becoming decent, honourable and productive members of society.

  • Skills and livelihood training

A very important aspect of our rehabilitation program is to make our reformees self-reliant by providing them with marketable skills to increase their earning capacity when they get discharged. This aspect of rehabilitation is very important in preventing relapse.

  1. Eco-farming
  2. Organic mushroom Farming
  3. Rope-making made of cocofiber facilitated by MENRO
  4. Future project: smoked fish-making


  • Family therapy

Family support can be a crucial treatment element. During the family therapy session, issues are resolved and feelings are addressed. This part is intrinsic to the long – term success of the rehabilitation program.

  • Group therapy

Participation in group session promotes camaraderie, and seeing as all participants have experienced the struggles of addiction, it is beneficial to the participants to share their personal stories to allow for emotional healing. The group develops fellowship and builds trust among reformees.

  • Art therapy

This aspect of the reformation program allows recovering drug users to express themselves through the use of art and music. By creating art, patients can work through distressful and negative emotions and process them in a healthy manner.

  • Fitness therapy

Part of the program is providing the reformees with a healthier routine and activities to choose from; as such, the Center provides fitness therapy for the reformees seeing as fitness is extremely important when trying to overcome addiction and has been proven to enhance an individual’s mood and energy level, sleep better, occupies the mind, and improves overall health because exercise releases endorphins within the brain to boost one’s mood and reduce cravings.

Reformees exercise every morning and afternoon; PNP-Baliwag supervises their daily morning exercise from 5:50-6:20 am, while the Sports Development Office conducts Zumba every Tuesday and Thursday from 5:00-6:00 pm.
